Please explain in the area below why an STA is necessary:
This STA is necessary to support expedited testing of new antennal types and locations as well as new software to support LTE, GSM, UMTS and CDMA that incorporates more advanced support for white-listing, improved stability and other urgently needed features. Test results are needed to support long term carrier spectrum leases, which will replace this STA upon system acceptance.

Please explain the purpose of operation:
Preventing the use of contraband cell phones in Georgia state prisons. At the conclusion of the STA period it is expected that long term spectrum leases with commercial carriers will be put in place. Operation under the STA permits the reduction and prevention of contraband cellphone use and the negotiation and establishment of long term spectrum leases.
