Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
MIT Lincoln Laboratory seeks a Special Temporary Authority to transmit HF radar transponder signals from NAS Key West, FL, and White Sands Missile Range, NM, in support of experimental HF system testing. The transponder will be used in conjunction with an HF Over-the-Horizon Radar (OTHR) system that will be transmitting from White Sands Missile Range, NM. MIT Lincoln Laboratory is sponsored by Air Force Research Laboratory (ARFL) to perform this work.
