Please explain the purpose of operation:
The purpose of this operation is to develop a surrogate transmitter. The surrogate transmitter will be used to test the performance on a sensor that is under development. The frequency range being considered is 3.3 GHz to 3.6 GHz and the maximum ERP being considered is 4 W.
