Please explain in the area below why an STA is necessary:
Temporary transmissions required to prove out use of beacons to improve over-the-horizon radar performance. Working closely with ROTHR and MITRE (WV9XZV) for this testing. Applicant would like to measure channel and signal quality characteristics from our three operational sites in Woburn, MA; Melbourne, FL; and Dayton, OH. By adding one more site (Dayton, OH) we add two more channel measurement opportunities from Dayton to Woburn and Dayton to Melbourne.?

Please explain the purpose of operation:
Ground test with ROTHR for verification of beacon functionality, algorithm functionality and team training. Transmissions will be closely coordinated with ROTHR and at the same center frequency. Only unamplified signals will be transmitted at the ROTHR site in coordination with ROTHR team. windows on a non-interference basis to verify tuning functionality of prototype beacon system across the HF spectrum in coordination with MITRE. Testing will occur over two days during the proposed window.
