Please explain in the area below why an STA is necessary:
Globalstar is already licensed for use of the communication frequencies. The only change from the currently licensed Globalstar operations is that the Globalstar constellation will be receiving transmissions from the FCC-approved modules on space stations rather than communicating with these terminals from an Earth-based location. The Globalstar License does not cover space-to-space operation, thus requiring this request for Special Temporary Authority.
