Please explain in the area below why an STA is necessary:
Puget Sound Energy, Inc. (PSE) is an energy utility serving about 1 million electric customers and 750,000 natural gas customers in Washington state. PSE operates a private land mobile radio (PLMR) system on Part 80 Automated Maritime Telecommunications Service (AMTS) frequencies for crew dispatch and coordination. During recent emergency preparedness testing at the Lower Snake River wind farm in eastern Washington state it was determined that coverage from the PLMR system was not adequate for the portable radios used by personnel at this facility, and that the system is probably unbalanced. Although PSE holds Part 80 licenses for these frequencies (WQMZ553 and WQMZ554) PSE may not make adjustments at these sites without first undertaking studies and obtaining modification of license pursuant to Section 80.215(h) of the FCCs Rules. STA is needed so PSE can promptly test various technical changes (e.g., increasing power, changing antenna heights, employing directional antennas, changing antenna azimuth, etc.) at 3 of the stations serving the wind farm. STA will allow PSE to obtain the data it will need for the Part 80 license modification applications and for the engineering exhibits required by Section 80.215(h). STA is needed so that PSE can resolve these safety-related issues as promptly as possible. PSE does not require Experimental STA for the mobiles used with this system becuse they are already althorized under its Part 80 licenses and require no modifications. Please explain the purpose of operation:
As explained in Item 4, above, PSE plans to test a variety of technical adjustments at 3 of the transmitter sites in its PLMR system to support its personnel and contractors working at the Lower Snake River wind farm. PSEs plan of experimentation will include consideration of whether coverage can be improved, and the system placed into better balance, by using directional antennas (200 or 67 degree beamwidth), changing antenna azimuth, increasing transmitter output power, and/or adjusting antenna heights at each of the 3 sites. The plan of experimentation will also include consideration of whether service can be improved while also minimizing any expansion of the interfering contour from these stations as required by Section 80.215(h) of the FCCs Rules. Upon completion of these experiments, PSE will prepare engineering studies and applications for modification of its licenses to secure permanent operating authority for the technical configurations that best meet these objectives.
