Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

Oshkosh Defense, Oshkosh, Wisconsin, was awarded contract W56HZV-15-C-0095 for the Joint Light Tactical Vehicle (JLTV). Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Aug. 24, 2024. Oshkosh Defense’s, C4ISR lab will be responsible for the research, development, test and evaluation of the US Military computer, communications, command and control system installed into the new/upgraded vehicles. The Lab will have an antenna array on the roof and preform function checks on vehicle installed system. The vehicles will be parked on a fixed pad less than half a mile from the lab. The testes consist of: proper audio levels; RF power and SWR checks; current draw and voltage drops; EMI FRI levels; test crypto encrypt/decrypt functions and troubleshooting any errors. The DOD will provide the systems for each truck under test. The equipment will be installed, tested, and then removed for proper shipping to the military end user. Attached are documents pertaining to the systems being tested, to include antennas, radios, and the DODs test requirements for frequency and type of transitions. We can be flexible on frequencies, if what is being requested is not available. The table provided by Chris Bujak, who is the DOD JPO for this contract, provides the full frequency spared, waveforms/bands and power we are being asked to test. DOD JPO Contact information.
