Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
There is significant interest within the US military community to improve HF communications performance in disturbed environments. To achieve this goal is it necessary to both inform the engineering community on the characteristics of a disturbed environment and to design/test waveforms that are capable of operating more effectively in the disturbed environment. In the absence of predefined ionospheric disturbance, the test team looks to simulate an ionospheric irregularity similar to what would be observed in a High Altitude Nuclear Event (HANE). The Team will create an ionospheric disturbance using the Arecibo Heater in Puerto Rico. NRL, AFRL, and MITRE researchers will be studying the ionospheric disturbance. The use of a vertical sounder will provide significant insights into knowledge of how the heater is working.

The Digisonde use requested here will provide regular vertical sounding information that will characterize the ionosphere above the Arecibo heater. This information provide a unique measurement of how the heating is modifying the ionosphere and will be essential for the interpretation of the measurements.
