Please explain in the area below why an STA is necessary:
The MITRE corporation seeks an FCC Special Temporary Authority License to perform HF ionospheric sounding between 4 and 13 MHz from White Sands Missile Range New Mexico, Malabar Annex, Patrick AFB Florida, and Naval Air Station Whidbey Island, Washington from 15 June through 15 October 2018. White Sands Missile Range will transmit HF Oblique sounding signals (6-13 MHz) over up to 6 non-consecutive weeks during this period. Malabar and Whidbey Island will each transmit vertical sounding signals (4-10 MH) over up to 3 non-consecutive weeks during this period. Air Force Research Lab is conducting a test between these locations and the MITRE team will provide ionospheric channel knowledge to inform frequency selection for testing as well as provide insights into the ionospheric conditions prior to to and immediately following their testing. AFRL testing is to improve HF system performance.

Please explain the purpose of operation:
The goal of the AFRL testing is to improve HF System performance. The objective of this frequency authorization request is to provide ionospheric channel information that informs testing and interpretation of test results. Testing will be done during the night. MITREs channel sounding will be performed prior to AFRL testing and immediately following their testing.
