Please explain in the area below why an STA is necessary:
Kepler Communications currently provides FSS to terrestrial stations in the United States per the conditions of Keplers market access authorization. Kepler was recently granted an STA to test communications with an Earth Station on Vessel in motion in U.S. waters. With the current STA application, Kepler seeks to obtain an additional temporary authorization to test and develop communications between Keplers satellites and another mobile maritime terminal in a different geographical location.

In particular, Kepler seeks to support an upcoming expedition of the Research Vessel Falkor in the maritime regions of Hawaii and southern California.
