Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Applicant wishes to conduct demonstrations of newly developed Part 15 equipment that meets the requirements for operation in the unlicensed 902-928 MHz band but has not yet received equipment certification. The demonstrations may be conducted at locations, including the FCCs Washington, DC location, that may not be covered under Section 2.803(e)(1)(iii) of the Commissions Rules. Authorization is requested for a six-month period beginning September 25, 2012.
