Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is needed to determine the performance of an experimental radio system. The tests will show that that the networking algorithms work and that the system provides the link range connectivity needed for the mission. These tests support the public good because they provide validation of new communications technology that is critical for defense and commercial applications.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
This communication systems purpose is to increase maritime surface-to-surface and air-to-surface communications link range through the use of troposphere ducting. Example operations include UAV surveillance, reconnaissance and communications relay. The purpose of these tests is to validate that the algorithms used in ducting prediction are reliable and robust, and that favorable ducting conditions are predictable. The tests will be a combination of short and long term duration tests with the longest lasting no longer than 6 months. The system uses Dynamic Spectrum Access (DSA) software that enables operation on unused channels without causing interference to legacy systems. The system sends probe transmissions on multiple frequencies to determine channels with low propagation loss. The system automatically chooses an acceptable channel based on the potential interference to legacy users, interference from other users, and predictions of the ducting link range.
