The frequencies sought in television channels 15 and 16, which are unused in the Detroit, Michigan area, are necessary in order to conduct two-way communications for logistical and operational purposes before, during and shortly after the Super Bowl scheduled for February 5, 2006. There are insufficient Part 90 channels available for use during this period, and the volume of voice, telemetry and IFB channels necessitates the availability of additional channels for this large scale event.
