Please explain in the area below why an STA is necessary:
This application is for the use of a line-of-sight communications system that connects an aircraft and a ground station. This system is for short-term training on an airborne system that has a counterpart that is deployed in Afghanistan supporting Operation Enduring Freedom. The program is in the process of filing the necessary paperwork to execute a DD-1494 in accordance with US Department of Defense requirements. It is also intended to submit an application for a full FCC license to follow the STA. The urgency of mission requirements is driving the need for a STA (i.e. not sufficient time to secure an FCC license in order to satisfy the training requirement). The aircraft is envisaged to operate within 100 nm of Moffitt Field (NUQ) in the Bay Area of San Francisco.
