Please explain in the area below why an STA is necessary:
The MITRE Corporation seeks an FCC Special Temporary Authority License to perform HF ionospheric sounding and communications between 3.5 and 16 MHz from Water Island, US Virgin Islands from June 1 through July 5th 2019. The HF sounding signal provides real time knowledge of the ionosphere directly over the Arecibo Ionospheric Heater in Puerto Rico, US Virgin Islands. The HF communications waveforms test the effectiveness of novel communication techniques through the irregular ionosphere created by the Arecibo Ionospheric Heater.
