Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Alcatel-Lucent requests that the Federal Communications Commission (FCC) grant an experimental special temporary authority (Experimental STA) for use of the LTE Band 14 public safety spectrum in Washungton, DC, at the Assciation of Public Safety Communications Officials Conference (APCO2015) via the Public Safety Broadband Licensee spectrum to demonstrate Long Term Evolution (LTE) equipment beginning on August 16th and ending on August 18th, 2015. The demonstration and subsequent trial network will show LTE broadband capabilities that will ultimately protect the life, health, or property of first responders and the citizens of the United States.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Demonstrations at the APCO conference will conform to the following parameters: 1. Operation will be confined to the vicinity of the Walter E. Washington Convention Center Convention 801 Mt. Vernon PI NW, Washington, DC 20001. The equipment would include a base station and associated antenna located at the demonstration site, along-with a maximum of 10 end user devices (portable units) operating at no more than 1.0 kilometers from the base site. 2. We are requesting authority from the FCC to operate over the 758-768/788-798 MHz band. 3. Operation will occur between August 15th through August 19th, 2015, allowing time during that period for setup and testing, demonstrations, and teardown. 4. Alcatel-Lucent has analyzed information from the FCC ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically we found no active public safety licenses authorizing operation in Washington, DC on frequencies that are co-channel to those proposed in this STA request.
