Please explain in the area below why an STA is necessary:
The frequencies sought in television channel 17, which is unused in the Tampa, Florida area, are necessary in order to conduct two-way radio communications for logistical, public safety and operational purposes before, during and shortly after the Super Bowl scheduled for February 1, 2009. There are insufficient Part 90 channels available for use during this period, and the volume of voice, telemetry and IFB channels necessitates the availability of additional channels for this large scale event.
