Please explain in the area below why an STA is necessary:
This request for special temporary authority (STA) is related to an STA request (FCC File No. 1707-EX-ST-2017) filed by North Dakota State University (NDSU) for the OpenOrbiter1 Cubesat Mission.In its request, NDSU sought authority to operate the FCC-approved licensed module, FCCID 2ANKS-LINKSTAR-STX3 and the GSP-1720 duplex transmitter module, FCCID J9C-GSSDVM, which will be used on the CubeSat mission. The modules will transmit data collected by sensors on board the CubeSat to the NDSU operations center by means of the Globalstar system constellation and the associated ground infrastructure. In this STA request, Globalstar seeks authority, in connection with this experiment, to receive transmissions from the licensed Globalstar modules and relay the data to the NDSU CubeSat operations center, and to transmit messages from the Globalstar constellation to the NDSU spacecraft. A STA is necessary because the Globalstar constellation license covers only communications to/from ground-based terminals. A STA is required in order to provide Globalstar with temporary authority to provide service to the space-based modules on the OpenOrbiter1.
