Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The applicant seeks an STA to operate an experimental X-band radar system being developed by the Georgia Tech Research Institue for the United States Missile Defense Agency (MDA) to support multipath data collection efforts against low flying, unmanned targets. The system consists of a single transmitter equipped with a 32 dBi parabolic reflector antenna and a receive array comprised of 4 parabolic reflector antennas that are co-located with the transmitter system. The transmitter contains a TWT with a peak power of 2 kW and a maximum duty cycle of 6%. The system will be located on the Santa Rosa Island test range associated with Elgin Air Force Base. Once installed at the test site, the system supports a manual change in the elevation pointing angle from +10 degrees (forward) to -20 degrees (backward) as measured from vertical. The elevation angle and azimuth angles are fixed during a data collection event. The radar system will transmit a pulse train at a fixed pulse repeitition frequency chosen between 1 kHz and 10 kHz. A linear frequency modulation is applied intra-pulse. The swept bandwidth is 25 MHz, and the pulse duration is selectable between 1 and 8 microseconds. The transmitter is designed to operate with a center RF frequency between 9.5125 GHz and 10.4875 GHz. The transmitter is located on a base with the top of the transmit antenna positioned 1.35 meters above the surface in the zero degree elevation tilt configuration. The test site on which the radar system will be located is approximately 11 ft about mean sea level. GTRI will be working with the Eglin 46th Test Wing to address frequency deconfliction at the test range. The system will be oriented in order to radiate toward test targets flying over the ocean.
