Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

An STA is necessary to permit limited-duration testing and demonstration of a new high data rate microwave RF data link system. All of the equipment comprising the system is individually tested and verified prior to integration. The integrated system is tested without free-space radiation, by transmitting highly-attenuated RF over hard-wire interconnection between the data terminals, by-passing the antennas. The STA will enable Goodrich ISR Systems to conduct limited low-power free-space testing of the integrated system to insure proper RF interoperation, including the antennas and their control systems. The limited duration requested in the STA will permit validation of the system design for verification of several systems currently under development. Consequently, there is currently no need for continuing or long-term operation. The STA is necessary because there is no experimental operating license available to support limited free-space operation and test. This is not a government-controlled test, and it is not required by a government contract.
