Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
SRI is planning to test an experimental S-band radar system on a high altitude balloon over a 6 month period starting in April 2018. An STA license is necessary to operate the radar while the balloon is airborne. An STA license is also required for the balloon-ground two-way communication link needed to control the radar and downlink data while the balloon is airborne. SRI is requesting a modification to the operation area and permission to operate the balloon radar at altitudes between 5,000 and 60,000 ft over a smaller operation area. The experiment conducted from April through September 2018 will utilize the same equipment as the experiment described in file 0005-EX-ST-2018.

Please explain the purpose of operation:
Testing an experimental S-band radar system on a high altitude balloon. The radar system is designed to generate synthetic aperture radar (SAR) and interferometric synthetic aperture radar imagery for the purpose of measuring land deformation. The radar will operate periodically while the balloon is airborne.
