Please explain in the area below why an STA is necessary:
Telecommunication Systems, Inc. (TCS) is requesting an STA in order to conduct development, testing, qualification, and demonstrations of LTE mobility solutions for warfighter and first responder customers at its Tampa office. The STA is necessary in order to operate Band 14 LTE equipment in the currently unlicensed 700 MHz upper D-block.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The purpose of the STA will be to develop, test, demonstrate, and qualtify LTE mobility technology. Specifically the STA will allow TCS to demonstrate how LTE can be used by warfighters and first responders to establish private communications coverage enabling real time collaboration, communications, and planning including when local networks are degraded or nonexistent. The purpose of the LTE in the demonstration is to show the capabilities of LTE for providing private coverage for dedicated use. This is in support of efforts by multiple jurisdictions nationwide to build out their 700 MHz interoperable broadband networks consistent with the recommendations for public safety in the National Broadband Plan.
