Please explain in the area below why an STA is necessary:
The frequencies sought in television channels 14, 16 and 19, which are unused in the Phoenix (Glendale), Arizona area for broadcast television, are necessary in order to conduct two-way radio communications for logistical and operational purposes before, during and shortly after the Super Bowl scheduled for February 3, 2008. There are insufficient Part 90 channels available for use during this period, and the volume of analog and digital voice, telemetry and IFB channels necessitates the availability of additional channels for this large scale event and the pre-event media events surrounding the football stadium.
