Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Chevron is one of the world’s largest integrated energy companies with oil and natural gas exploration, production, refining, and marketing activities worldwide. Chevron has extensive exploration and production activities in the Gulf of Mexico. Chevron operates private communications systems in the Gulf to provide radio control, voice and data communications that support offshore and onshore oil and gas production activities, and to allow onshore personnel to communicate with Chevron’s offshore workers. Chevron is testing new LTE equipment and the STA is necessary to facilitate LTE testing in the 700 MHz band at a shorebase in Lafourche Parish, LA and at an offshore location. A 100 km radius is requested for testing at the offshore location, which is approximately 250 km from land. Additionally, this application is intended to add emission designators to frequencies already authorized on WL9XAB.
