Please explain in the area below why an STA is necessary:
Telecommunication Systems, Inc. (TCS) is requesting an STA in order to perform an LTE demonstration during an upcoming mobility technology demonstration event for the U.S. Government in Aberdeen, MD. The STA is necessary in order to operate Band 14 LTE equipment in the currently unlicensed 700 MHz upper D-block. The demonstration event is scheduled June 1 - 5, 2015. To facilitate setup and testing prior to the demonstration event, TCS is requesting an STA beginning on May 1 and ending on July 29 (90 days). After the demonstration event concludes on June 5, TCS will utlize the Band 14 network for ongoing customer demonstrations as well as product testing, development, and qualification.

Please explain the purpose of operation:
The purpose of the STA will be to demonstrate LTE technology at the TCS mobility technology demonstration event, specifically how LTE can be used for warfighters and First Responders to establish private communications coverage areas when local networks are degraded or nonexistent. TCS will be demonstrating various technologies showcasing how those technologies can be used to provide real time collaboration, communications, and planning. The purpose of the LTE in the demonstration is to show the capabilities of LTE for providing private coverage for dedicated use. This is in support of efforts by multiple jurisdictions nationwide to build out their 700 MHz interoperable broadband networks consistent with the recommendations for public safety in the National Broadband Plan.
