Please explain in the area below why an STA is necessary:
GD-AIS is testing the functionality of a commercial off the shelf AIS receiver using a Class AIS transponder at the General Dynamics facility in Bloomington, Minnesota. The transponder will be transmitting below 2 watts of power but it is operating on shore as oppose to the intended operation of the transponder off-shore. The STA is requested to permit the operation of the transponder on shore at under 2 watts of power.
