Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The reference contract involves the development, fabrication, and integration of ballistic missile target vehicles for the Missile Defense Agency Targets and Countermeasures Directorate (MDA/TC). This is accomplished at LMSSC facilities in Huntsville, AL. These vehicles include UHF Flight Termination System Command Destruct Receivers whose operations need to be verified before the launch vehicles are shipped to the Government test range. Checkout of the UHF Command Destruct Receivers requires that a Emhiser tone generator be used to transmit a specific tone sequence to the Cincinnati Electronics Command Destruct Receivers installed in the launch vehicle to verify that the receivers properly decode the tone sequence. The 10 watt signal from the tone generator is input into a 40 dB attenuator and routed via coax to an antenna hat coupler installed on the launch vehicle for testing. RF radiation is limited to the leakage at the antenna hat coupler during the testing in Huntsville. No ordnance is installed in the launch vehicle during the test.
