Please explain in the area below why an STA is necessary:
As detailed in paragraph below, Raytheon seeks this STA in order technical demonstrations. Currently it has been determine the current spectrum is not authorized for this system, due to the timeline given for this demonstration we not have the time to get the hardware in place to make that change for this demonstration; once this demonstration is over we will make the necessary adjustment of comply with the spectrum table of allocation. The demonstration be confined to ONLY Fort Sill, OK!!

Please explain the purpose of operation:
Raytheon Network Centric Systems (NCS) Plan to demonstrate this system at Fort Sill, OK. The following engagement sequence is based on US Army standard Air Defense TTPs & Doctrine for PHASER integration into current command and control sensor systems: 1. Coordinated threat UAV swarm attack from multiple directions 2. Multiple search radars detect, classify, and track threats (continuous fence search by Q-36, LCMR, MFRFS/CCTR, others) 3. Track data sent via FAAD C2 to Phaser ECS 4. ECS alerts Phaser Fire Units 5. FAAD C2 computes/sends POI Warning; designate threats to be engaged, clears airspace, authorizes engagement, fire authorization sent Phaser ECS 6. ECS assigns FUs to targets, provides targeting data, sends fire command to FU 7. FUs engage and defeat threats; FUs slew to engage multiple assigned targets 8. ECS provide BDA to FUs and FAAD C2
