Please explain in the area below why an STA is necessary:
Fairfax County is the largest jurisdiction by population in the Commonwealth of Virginia, with 1,037,605 citizens living within its 407 square miles. Public safety services are provided by 7 local law enforcement agencies, the Fairfax County Fire Department and numerous state and federal agencies. Interoperable communications in this region are both challenging and critical, but with the creation of the National Capital Region with 19 other local jurisdictions, interoperability has become reality. With the allocation of the public safety 700 MHZ broadband spectrum, there is now the opportunity to provide first responders with a secure, reliable, interoperable, public safety grade broadband wireless network. Pursuant to Federal Communications Commission (FCC) requirements, the County has identified public safety interoperable broadband services as a priority and on June 28, 2010 filed a waiver to continue efforts to deploy a network as quickly as possible in the 700 MHz public safety broadband spectrum. The Countys private fiber enterprise network will meet the technical specifications the FCC has specified in the Waiver Order and the Waiver Interoperability Order and can be integrated into a future nationwide interoperable public safety broadband network. At the time of Fairfax County?s waiver request, Fairfax County believed that the State of Virginia?s 700MHz narrowband voice communications network that is currently operating in the PSST (768-773/ 798-803) MHz, would be re-filtered to operate in the new 700MHz narrowband frequencies (769-775/ 799-805). Pursuant to sections 322?345 of the FCC?s Second Report and Order the State of Virginia and other Cities, Counties, and States who deployed Public Safety voice communications networks in frequencies (767-773/ 797-803) MHz prior to February 17, 2009, would receive funding to re-filter networks to (769-775/ 799-805) from the proceeds of the auction. Unfortunately the auction failed, and States, Cities, and Counties who deployed narrowband voice communications networks have no option but to wait for federal funding to re-filter their public safety voice communications networks. Federal funding has been repeatedly delayed, as it remains a part of ongoing efforts to fund 700MHz broadband networks nationwide. Fairfax county acknowledges that a broadband network deployed based on our original waiver would cause substantial harm to Virginia State Police communications. Given the potential interference issue, we seek FCC approval pursuant to Section 5.3(d) and (f) and Section 5.61 of the Commission?s rules, for special temporary authority (STA) from April 1, 2012 to October 1, 2012 for a pilot trial operating in the (758-763/ 788-793) MHz band for the purpose of deploying a public safety broadband network in Fairfax County utilizing Long-Term Evolution (LTE) technology. The pilot trial network will use the Upper 700 MHz D-Block that is unlicensed spectrum today.

Please explain the purpose of operation:
To deploy the 700 MHz Fairfax County Public Safety Wireless Broadband Network Pilot. The proposed Fairfax County Public Safety Wireless Broadband Network Pilot Trial (FCPSWBN) is a 700 MHz broadband wireless system based on new 3rd Generation Partnership Project (3GPP) wireless communication technology known as LTE. LTE is an international wireless standard that the FCC has recently adopted as the standard for all Public Safety 700 MHz wireless broadband networks. Once the pilot network is deployed, Fairfax County first responders will have access to many Public Safety applications such as, Computer Aided Dispatch, GIS, and situational awareness applications that current wireless data networks are unable to provide, and will have direct access to internet and intranet connectivity from remote locations in the County and throughout the country. First responders will also have access to GPS, situational awareness, on-demand streaming video, and other applications that will allow them to transmit real time information from the field to public safety command centers or other first responders, improving situational awareness.
