Please explain in the area below why an STA is necessary:
An STA is necessary as this system is being used to conduct temporary operations, demonstration and testing of new system. System use, and site selection, is coordinated with local authorities, USCG and Navy. They are the primary US potential users of the system, with USCG having overall maritime safety responsibility and the US Navy having specific security requirements at naval bases. (see attached exhibit)

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The system purpose is to provide a quick reaction surveillance system for use in monitoring maritime regions, and to provide an aid in determining system performance for possible siting of permanent maritime surveillance infrastructure (towers and sensors). It is designed to help cognizant maritime authorities (e.g., US Coast Guard, port authorities) maintain security and orderly vessel traffic flow. (See attached Exhibit)
