Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
A STA is required to support a short duration S-band RF transmission experiment. We envision a 1-hour of RF radiation time. This will be a one way communication to evaluate numerical algorithms with a CW wave form. The signal will be received by an aircraft with a commercial receiver on board and fly radial patterns from APL at altitude from 10ft agl to 30Kft agl in 5kft increments. This test is to verify our new waveform performance and a live test is required.

Please explain the purpose of operation:
To support a short duration RF transmission experiment. To support a short duration RF transmission experiment. The objective of this development is to produce a telemetry transmitter waveform that will be more robust in challenging RF environments. Testing will be conducted using an airborne receiver under varying RF constraints. Bench testing has been concluded and flight testing is now required for validation.
