Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This STA is needed to demonstrate a prototype unit to the Colorado Department of Transportation (CDOT) to verify the ability of the system to measure the surface of rock faces near highways and detect changes that could be indications of dangerous falling rock conditions. -- Reason for extension: We have an experimental STA license (call sign WD9XNN, file number 0477-EX-ST-2008). We received a 6 month license, but experiments which were being coordinated with the Colorado Department of Transportation were delayed by causes outside of our control and we would like to have an extension to the license to complete this work. CDOT has assured us that they will be prepared for the tests during the April to June 2009 time frame. (Our final set of tests involves working in conjuction with CDOTs contractors and is for the April-June time frame). -- Here is an email that I received from the ELB regarding this application for extension: Mr. Paden: If you can assure us that testing will go on for no more than another six months, then we will allow you to file for an STA extension. Please be sure to explain in your filing all the circumstances that made this request necessary, and state in your filing that you expect testing to be finished within six months.
