Please explain in the area below why an STA is necessary:
The demonstration would involve a manned aircraft flying over the city of Lancaster at approximately 10,000 feet AGL. The aircraft would be equipped with a L-3 Wescam MX-15 camera turret, similar to what is on Sheriffs helicopters and aircraft, and the video from the camera would be sent (encrypted) to the dispatch room at the Lancaster Sheriffs department. Furthermore, an operator in the dispatch room at the Sheriffs substation would have the ability to point the camera turret at any location on the ground. He will also be able to track moving objects from the ground station. If a call comes in to the substation, say a bank robbery, the camera operator in the Sheriffs substation could enter the coordinates of the bank into the ground station computer and the camera would automatically slew to the target and give the dispatchers real time video of the scene and can direct the Sheriffs deputies as required.

Demonstrations will involve a fixed station communicating to an un-manned air vehicle. The vehicle will be flying within a 10 mile radius of the city at an altitude of 10,000 feet.
