Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Applicant seeks a STA to conduct ground-based Safety of Flight Tests (SOFTS) to ensure that the Georgia Tech Research Institute developmental receivers, signal processors and transmitters may be safely operated on board specific experimental aircraft, without interfering with the aircrafts systems. Since these tests must be performed with the test aircraft on the ground, with the engines running, the tests must be conducted at the airports where the aircraft are based. These aircraft are contracted by the Department of Defense to conduct research and training flights utilizing this equipment. Those flights are generally conducted on military controlled test ranges.
