Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
To provide RF tests beginning February 17th thru February 28th, 2014. We have outages coordinated with our operating entity, PJM, and a significant financial investment in material and construction labor scheduled for March through June of 2014. Be advised, the dates requested are not flexible. Testing will include 700 discrete frequencies evenly spaced between 100 kHz and 1 GHz. Each frequency will be a CW carrier, running for 25 mS. We can block out any interfering frequencies, as may be required by the FCC?
