Please explain in the area below why an STA is necessary:
Parallel Wireless, Inc., is an innovative company developing next-generation 3G, 4G, and 5G radio access networks. This application is for a network trial at multiple locations in northern New Hampshire. Parallel Wireless is undertaking this network build out with Wireless Partners, LLC, and will share research results with the Public Safety Communication Research Program (PSCR), with the State of New Hampshire State Interoperability Executive Committee (SIEC), local law enforcement, FirstNet, and cooperating vendors in the public safety broadband market. The Parallel Wireless equipment constitutes LTE eNodeB base stations. The base stations connect to an operator network and provide cellular service. In some cases, service is provided to mobile devices using Wi-Fi. LTE carrier backhaul over Band 4 for areas without Band 14 coverage will be utilized. Testing of the base stations will entail Band 14 capable handsets connecting to the base stations in their typical operating environment. This application is for activities on LTE Band 14.

Please explain the purpose of operation:
The purpose of operation is continued testing of both Parallel Wireless software and hardware. Parallel Wireless hopes to assess performance in real-world RF environments and performance of various UEs (user equipments) with the 4G radios. Deployments of carrier grade LTE networks in the United States are supported by revenue from a massive customer base. In contrast public safety subscribers comprise a core of three million first responders. If the base is broadened, there may be twelve million subscribers including secondary responders like public health personnel, utility disaster recovery workers, and municipal employees, such as school bus drivers. The economics of the public safety broadband network become more sensitive in rural America. Broadening the subscriber base helps, but is not enough to make the economic model for rural coverage viable. Todays carrier architecture for LTE networks is composed entirely of high cost network elements and these elements are all fixed. A viable public safety network is likely to be a hybrid that leverages fixed and mobile elements, while leveraging dedicated Band 14 and public carrier network coverage and enabling inter-opability between legacy LMR and advanced LTE capabilities. The northern New Hampshire network leverages 1) towers broadcasting from three sectors of fixed Band 14 radios, 2) LTE carrier backhaul over Band 4 for areas without Band 14 coverage, and 3) mobile Band 14 units that stand alone and integrate with Band 4 backhaul. This network is designed to prove out the economic and rapid deployment model for rural coverage in New Hampshire. There is no commercial activity or mission-critical telecommunication support being provided as part of this demonstration. Rather, the demonstration is proof-of-concept.
