Please explain in the area below why an STA is necessary:
We require an STA to perform intermittent field tests in a rural community and continue integration with our deployment partner at the partners facility. Integration and testing with their equipment is outside of our normal research license area and limited in duration. We are also beginning evaluation of a low power LTE system, and would like to do a short term evaluation before beginning a long term test.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Development of community cellular networks for low resource regions. We would like to run a network test bed at low power (<10 watts) in the GSM-900 frequency band to maintain and validate compatibility with available commercial GSM user equipment. Our research explores new community management schemes for low cost GSM-GRPS cellular networks. This operation allows us to continue integrating our software defined radio technology with a deployment partners hardware and demonstrate our system in a rural community to a potential funding NGO this spring. We are also beginning a lab evaluation of extending our community management system to an LTE B8 network, and would like to ensure compatibility with available UEs in a laboratory setting. Lab emissions will be in our indoor lab space and limited to 100mW of power.
